Description of the Project:

The Swiss Agency for Development and Cooperation (SDC) is active in Haiti since 2005. Following the 2010 earthquake, SDC has extended the bilateral cooperation for development to complete actions carried out by Humanitarian Aid (HA). Middle Term Cooperation Program for 2011-2013 aimed to strengthen complementarities between HA and Regional Cooperation (RC), on the basis of a “Comprehensive Aid” approach.

Within the domain “reconstruction and disaster risk reduction”, two programs have been carried out since 2010: the Programme d’Appui à la Reconstruction des Infrastructures Scolaires – PARIS and the Centre de Compétences à la Reconstruction – CCR.

In 2015, SDC requested an external evaluation aimed at establishing a critical review of lessons learnt from the implementation of both programs, to build on the achievements, to identify specific points of attention and to present recommendations for the continuity and the development of some of their components during next phases of these two programs. The evaluation included:

A retrospective analysis, identifying strengths and weaknesses of the strategies and actions as well as developing an understanding of achieved effects;

A prospective analysis, identifying operational and strategic adjustments on the short-middle term (up to 2017) as well as activities that could be pursued on a long term (after 2017) perspective to strengthen synergies among CCR, PARIS and possible future actions for the RC to engage in vocational training in view of the future cooperation strategy.

The evaluation provided recommendations at strategic and specific levels on short, middle and long term perspectives for each program.
