Nexus Case Study Ethiopia

The 3 years programme (2013-2015) of the Austrian Development Cooperation ADC emphasises the necessity to address water supply, energy, climate protection, forestry, agriculture and food security in an even more closely interlinked way. This so-called Nexus requires a holistic and systemic approach in the framework of programming, planning and policy dialogue. ADC in Ethiopia already applies an integrated approach in the two above mentioned programmes/projects.

  • Analysis of two ADA projects with regard to their “Nexus-like” approach: “Livelihood improvement through sustainable resource management in N-Gondar” and “Reducing land degradation and farmers’ vulnerability to climate change in the highland dry areas of north-western Ethiopia”

Description of the Project:

Review of available documents (project reports; bilateral cooperation programme, national Growth and Transformation Programme GTP, Climate Resilient Green Economy Strategy CRGE, relevant sector and regional development strategies/policies, analysis of planning processes and policy dialogue etc.). Stakeholder interviews with Ministries for energy, water, agriculture, environment, forests etc., donor agencies, sector working groups, NGOs etc.. Visit and analysis of two project regions and discussion with project staff and beneficiaries. Organisation of a stakeholder workshop in Addis and a final workshop in Vienna.

Results: comprehensive study presenting the current application of Nexus-like approaches, hindrances / barriers and drivers / entry points for a successful Nexus-introduction at policy level and at implementation level.
