The challenge of shelter in the midst of the war in Gaza

SKAT leverages its experience in urban and post-emergency contexts and circular reconstruction to support HEKS/EPER’s humanitarian shelter response.

The war in Gaza has caused immense casualties, extensive civilian suffering, and widespread destruction of infrastructure. One of the many challenges faced by the HEKS/EPER-implemented shelter project is the severe shortage of construction materials. In 2024, SKAT partnered with HEKS/EPER to provide technical assistance on the emergency reuse and repurposing of locally available materials to improve makeshift shelters for internally displaced people (IDPs).

Drawing on SKAT’s extensive experience of working in urban, fragile, and post-emergency contexts, as well as its expertise in circular construction to enhance shelter resilience and sustainability, we developed a manual to complement currently observed practices of material reuse in makeshift shelter construction. The manual also provides practical guidance, tips, and recommendations that aim to improve the functionality and safety of shelters. While far from ideal, they are realistic, context-appropriate, and intended to enhance the safety and effectiveness of existing makeshift shelters within the prevailing constraints.
