Within its bilateral cooperation programme with Ghana, SECO has identified the project “Solar PV based net-metering with battery storage” (under the Scaling-up Renewable Energy Program for low-income countries SREP), as an innovative project to extend its support to the energy sector. The Renewable Energy Department of the Ministry of Energy, prepared the project through a Feasibility Study (shared with SECO as potential co-financier). SECO stressed the importance of including the distribution utilities (DU) as key actors of the transformation towards distributed generation. Skat supports with technical, financial and organizational expertise in assessing the project’s feasibility and completion of project preparation activities.
Services provided by Skat: Assistance to SECO, expertise on integration of PV production in distribution grids with parallel support of storage elements, facilitation of a stakeholder dialogue; development of an integrated approach for better acceptance by distribution utilities.
Objective: The objective of the mandate is to prepare the project to lead to the development of a comprehensive net metering programme, as a scaled-up pilot and demonstration project, involving the deployment of at least 15,000 units of roof-mounted solar PV systems to reduce the economic cost of power on SMEs, households and public buildings, and as a result add 25-30MW of capacity from renewables to the generation mix.
Activities: Develop complete project appraisal document for 15,000 PV net metering distributed generation with desirable storage; appraise the impact of net-metering on the distribution systems; develop the financing framework including credit recovery scheme and market development; technical assistance needs assessments/updates (capacity building needs assessment etc.)
