SKAT Consulting conducted the independent final evaluation of the global flagship programme Sanitation for Millions (S4M), on behalf of the Evaluation Unit by GIZ, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) with a total volume of EUR 10 million. The evaluation assessed programme performance, with a focus on Pakistan and Uganda and generated strategic lessons for future sanitation and hygiene programming. It examined how investments in sanitation infrastructure, capacity development and institutional strengthening contributed to improved service delivery for vulnerable populations and identified key factors influencing the sustainability of results.
The global programme Sanitation for Millions (S4M) aimed at improving access to safe and equitable sanitation and hygiene services for vulnerable and disadvantaged populations. During the evaluated phase (2022–2025), the programme operated in Colombia, Jordan, Pakistan and Uganda, supporting schools, healthcare facilities and faith-based institutions through infrastructure improvements, hygiene promotion and capacity development.
Using the OECD-DAC and BMZ evaluation criteria, the final evaluation found that the programme achieved strong results in improving sanitation and hygiene conditions, particularly for women, girls and other vulnerable groups. The programme successfully combined infrastructure provision with institutional capacity strengthening, contributing to enhanced service delivery, increased ownership among partner institutions and more inclusive sanitation and hygiene services. The evaluation also highlighted important lessons and key challenges on long-term sustainability, emphasizing the need for stronger operation and maintenance financing, institutional ownership and integration into public systems beyond project completion.
