In the context of the implementation of Madagascar’s New Energy Policy, the Ministry of Water, Energy and Hydrocarbons and the Agency for the Development of Rural Electrification (ADER) in partnership with GIZ-PERER (Electrification Project through Renewables) intend to accelerate the process by supporting the elaboration of feasibility studies and detailed design studies before starting a “call for projects”. Skat was mandated to elaborate such studies as a basis for the rural electrification based on renewables.
Objective: Elaboration of detailed design (Sahandaso) and update of two feasibility studies (Ivato Centre and Ambatotoa) as sound basis for ADER to attract investors and thus to advance in rural electrification.
Services provided by Skat: one-year hydrological measurement campaign at all 3 sites and data analysis; Sahandaso: detailed technical design (civil works, electromechanical equipment, network) and specifications (including drawings), detailed geotechnical analysis, establish BoQ, cost estimate and financial and economic analysis. Update of feasibility studies for 2 other sites based on hydrological data.
Activities: hydrological data analysis; site surveys to collect detailed data & information; detailed technical design (civil structures and electromechanical equipment, network for 11 villages etc.), accurate cost and financial analysis.
Results: detailed design and two updated feasibility studies presenting feasible, sustainable and profitable options to make use of the hydropower potential for rural electrification and to provide required information to interested investors.
