The National School Construction Guidelines provide a framework of guiding principles and general steps to develop a context-specific plan to address the Education for All (EFA) and Millennium Development Goals (MDGs) through the disaster resilient construction and retrofitting of school buildings.

There are many thousand schools to be built in the coming years in the different states and regions of Myanmar, many of which will have to be built with support of external agencies. Due to the absence of national standards tailored to the particular regions with their specific climatic conditions, there is a risk that the school buildings will not be designed and constructed according to the specific needs of the users but to required guidelines defined by the funding agency.

The National School Construction Guidelines are intended for policymakers and planners of local, regional and national government bodies and all other organizations interested or engaged in creating a motivating learning environment for students and enhancing their safety through improved hazard resistant construction and retrofitting of schools buildings. The document can be used to guide discussion, planning and design, implementation, monitoring and evaluation of school construction and should be utilized to strengthen Education Sector Plans.

Skat is mandated to support SDC in:

  • Content
  • developing of a Concept Note on the implementation of National School Construction Guidelines
  • providing inputs to Architectural design considerations, Spatial requirements, Furnishing and equipment, Outdoor facilities;
  • guiding the planning and implementation process of school construction, advice School Construction Authorities and Stakeholders, General proceedings, Formulation of request, Implementation approaches.
  • developing of Principles for Community Participation, Safety Audit Checklist, Site Supervision Manual, Earthquake, flood, and wind data for Myanmar, Management Forms and Procedures, Questionnaire for Community Participation Maintenance Checklist, Design options for different climatic zones including complete set of drawings, Bidding documents, Cost estimations, etc.
