The overall project goal of Ma Implic Phase 2 is to contribute to "the population of Moldova benefits from improved local governance and better access and quality of public services (such as water, sanitation, waste, lighting)". To this end, the project supports different stakeholders to improve three fundamental dimensions of a well-functioning local government unit: Outcome 1: Partner Local Public Administrations (LPAs) groups manage resources and local development in a more sustainable, inclusive and accountable way.Outcome 2: The Government promotes and coordinates the LG reform in an efficient, effective and transparent manner.Outcome 3: People in partner communities meaningfully engage in local governance processes and influence the provision of local public services.EnEff and ApaNeff: These additional credits focus on improving energy efficiency and water supply systems in rural areas of Moldova. The energy efficiency component enhances energy efficiency in houses and public buildings and through information and capacity building measures, while the water supply component strengthens rural water supply systems and integrates sustainable energy measures to improve resource management and access to clean water.

  1. Knowledge Generation & Capitalization, Communication
    Development of Service Improvement Plans through participatory processes helped generate actionable insights on municipal service needs including water service delivery.
    Service Improvement Plans created knowledge on effective local governance practices, contributing to transparency and citizen engagement in local decision-making.
    Communication materials were produced to increase public awareness on service improvement, sustainability, and operational costs, enhancing accountability. A systematic communication strategy was developed, gradually improving the effectiveness of communication as a critical instrument for achieving project objectives.The project supported policy dialogue through different tools, fostering collaboration between local authorities and central government on issues like shared service provision.
  2. Thematic Learning, Capacity Strengthening, Training, and Networking
    Capacity building targeted both Local Public Administrations (LPAs) and service providers, improving their effectiveness in delivering services like water, sanitation, and waste management.Training programs enhanced communication and accountability skills of LPA and service provider staff, leading to more effective citizen engagement.
    The project provided technical support for the development of comprehensive service improvement designs, facilitating better planning and funding acquisition from external sources (securing a total of 4.7 million CHF).LPAs and service providers accessed digital services through a supported e-platform, with more than 400 LPAs benefiting from training and support services.
    Joint service provision between LPAs was encouraged, fostering collaboration and knowledge sharing among municipalities for common goals.
    Vulnerable groups, including women and disadvantaged individuals, were actively engaged in the project’s capacity-building activities, enhancing their participation in local governance processes.
    Additional support for energy efficiency improvements in public buildings was provided, with relevant trainings and technical materials shared to address the needs of partner LPAs. Energy audits and needs assessments were conducted to guide energy efficiency investments in public buildings, ensuring the strategic allocation of resources in response to the Ukraine crisis.
  3. Overall Management, Financial, Administrative
    Overseeing all aspects of program delivery and strategic decision-making.
    Managed the Program Facilitation Unit (PFU) in Chisinau, ensuring effective implementation of activities and coordination among team members.
    Oversaw financial planning and resource allocation to ensure sustainable and effective program implementation throughout its phases.
    Ensured compliance with SDC regulations and guidelines, facilitating transparent reporting and accountability within the program's operations.
