The mission of the DESPRO project is to optimize the management system and to promote effective local development in Ukraine, which, in turn, creates an impetus to democratic processes and to provide services at the community level.
Skat provided backstopping services to the Municipal Governance and Sustainable Development Programme (MGSDP) implemented by UNDP financed by SDC. The project focuses on building institutional capacities from local to national levels to enable them to implement sustainable development initiatives.
In the frame of the Decentralisation Support Project DESPRO, Skat organised and led a training and exposure visit to Switzerland with the aim of giving partners of DESPRO the opportunity to learn about knowledge management (KM) in the public sector. The Ukrainian delegation included partners of Parliamentary Committees, ministries, and agencies/academies who train civil servants and employees of public authorities and governments.
The programme supported community-based water supply and environmental sanitation projects in multi-ethnic settlements in Crimea. Skat contributed to the elaboration of a strategy for community health and infrastructure measures and streamlining the SDC-financed community initiatives.
The aim of the backstopping and programme support provided by Skat in the pilot project of Rivne was to assist UNDP in the development, initiation and implementation of a community-based approach in energy efficiency through social mobilisation – an approach that involves capacity building measures as well as various legal, institutional and management aspects.
