Creating a program document on upgrading the
hydro-meteorological network and database for
small-scale hydro power in Guinea and Sierra Leone
The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) developed a 3 year program document on upgrading the hydro-meteorological network and database for small-scale hydro power in Guinea and Sierra Leone. The political targets of the adopted ECOWAS Renewable Energy Policy EREP by 2020 and 2030 aim at developing the small-scale hydropower sector in countries with high potential. For this, operative hydrometric networks providing hydrological data are essential.

Description of the Project:
Reducing the barriers of lacking capacities and networks by developing a Program Document as a basis to upgrade the networks and to draft the necessary related training to ensure sustainable network operation for the provision of reliable data for small-scale hydropower planning.
Collection & analysis of existing studies and baseline information; meetings with relevant stake-holders in both countries (ministries, hydrological services, etc.); analysis of existing networks, of data collection, processing, analysis, storage and retrieving, of current staff, their capacities and training needs, of current constraints to sustainable operation of existing networks, of existing institutions in the region to provide training; evaluation of stakeholders’ awareness about upgrading of hydrological networks; inception and mission report and comprehensive Program Document (proposed measures, timeline, budget).
Results: 3-year Program Document for both countries on creating/upgrading the hydro-meteorological network and database including necessary capacity building.
