Switzerland’s commitment to better and more equitable decentralised basic WASH services in Mozambique started in 1982 with its support for a water supply project in the province of Cabo Delgado. Over the following three decades, the focus of the intervention was on improving drinking water supply and storage across the province, and on assisting the National Water Directorate in training water technicians. Since 2019, the Swiss Agency for Development and Cooperation (SDC) supported several large-scale, long-term WASH-related programmes in the three northern provinces with a total investment of around CHF 90 million. Furthermore, from 2019, Swiss Humanitarian Aid (SHA) has responded to different WASH emergencies caused by the conflict in Northern Mozambique, cholera pandemic, and various cyclones. The placement of a humanitarian coordinator also led to launching various longer-term water-related measures in response and preparedness to such recurring hazards. Given that the remaining WASH-related programmes will end mid-2026 with likely mixed results, and given the ongoing design phase of the new Swiss Cooperation Programme 2026-29, a CapEx aimed to take stock of past experiences and highlight possible future strategic directions.

Subject to this evaluation is the “Support for Morocco's energy policy (PAPEM III)” (4 million Euro, Jan 2020 – Dec 2024). Morocco’s ambitious Nationally Determined Contributions as well as the national targets regarding renewables require a legal and regulatory framework which allows for a far-sighted energy planning and for the involvement of the private sector. Therefore, the project mainly targets the institutional, technical and organisational capacity strengthening of the national electricity regulator agency (ANRE), the improvement of energy planning and climate reporting as well as the improvement of the legal framework for private investment in decentralised electricity generation through renewables.

The Centre for Vocational Training (CVT) in Myanmar, together with the headquarters in Switzerland operates a three year commercial college and a secondary school. The school management decided to provide new and modern infrastructure at estimated costs amounting about CHF 5.0 million for which Skat was mandated to provide an architectural study. The preliminary design was not further developed by the client.

The European Bank for Reconstruction & Development EBRD is considering offering a loan of up to EUR 40 million to Morocco’s state-owned water and electricity company, l’Office National de l’Électricité et de l’Eau Potable ONEE to finance the rehabilitation of hydropower plants and dams in Morocco, and to help build their resilience to risks associated with climate change. Posch + Partner is contracted to do a detailed assessment of current and projected future (up to 2050) hydrological conditions of ONEE’s hydropower assets by applying climatological models to generate projections of hydrology and implications for energy yield and general asset performance. Skat’s expert provides data and recommendations to be used to inform subsequent studies and assessments.

The PSP Hydro project, carried out in the framework of the Energising Development (EnDev) Rwanda programme, has been granted an increase in funds to scale up. Under its new phase (2013-17), 9 Micro-Hydro Power plants will be tendered out to Small and Medium-Sized Enterprises by the national utility EWSA. As during the first two phases, the PSP Hydro project will support these firms through consulting, training as well as limited co-financing. The tendered projects will provide access to electricity to about 110.000 people.

Within its bilateral cooperation programme with Ghana, SECO has identified the project “Solar PV based net-metering with battery storage” (under the Scaling-up Renewable Energy Program for low-income countries SREP), as an innovative project to extend its support to the energy sector. The Renewable Energy Department of the Ministry of Energy, prepared the project through a Feasibility Study (shared with SECO as potential co-financier). SECO stressed the importance of including the distribution utilities (DU) as key actors of the transformation towards distributed generation. Skat supports with technical, financial and organizational expertise in assessing the project’s feasibility and completion of project preparation activities.
