The PROECCO Programme: Promoting Climate Responsive Building Material Production and Off-farm Employment in the Great Lakes Region

Building
Governance
Project implementation
Africa

The current technologies for energy efficient building material production in the Great Lakes Region are economically not viable for mass scale dissemination. During Phase I of the project successful technologies and production methods from Africa, Asia or Latin America have been transferred to the Region. During Phase II, the economic and social performance of the set of solutions, will be monitored optimised and validated in detail under real life conditions. The private sector will be supported in the establishing of competitive local brick making clusters with complete value chains and a performance based incentive system for certified producers of Modern Bricks. At the same time, authorities and private brick makers are supported in accessing most relevant data, literature and expertise. Through industry facilitation services local authority officers will be capacitated to implement new policies in a most effective manner.

Economically viable solutions for mass scale dissemination. Successful technologies and production methods from Africa, Asia and/or Latin America are being transferred to the Great Lakes Region. After adaptation to local raw materials, fuels and market context, they are being demonstrated and documented regarding social and environmental and economic performance. Simultaneously, the local authorities, banks and service providers shall be enabled to create a supportive environment, allowing the building material sector to change to a more sustainable structure.

The program "controlled landfills for household waste III" which is part of the National Program for Integrated and Sustainable Waste Management (PRONGIDD) aims at waste management through transfer stations, landfills and waste treatment facilities all over the country (new landfills, mechanical-biological pilot treatment plants). Due to lack of information and lack of integrating people’s interest, ANGED is confronted with massive demonstrations of citizens and blockages of construction sites.

Europe

Currently, there is no direct link between small-scale power generation and electric mobility. However, the demand for charging stations will increase sharply in the coming years. For small hydropower, this offers an opportunity to sell the electricity produced at attractive conditions. The project explores under which conditions small hydro and electric mobility can be linked and studies in detail several sites that can be used as examples in order to promote and create a platform for the potential sector in Switzerland.

Swiss Small Hydro has been founded as ISKB in 1982 as a lobby organisation for independent power producers, most of them with Small hydropower Plants (SHP). Skat was member of the board and hosts since June 2013 the secretariat of the association, which is named “Swiss Small Hydro” since spring 2016. The association represents the interests of its about 400 members at political level, it cooperates with other organisations and is represented in various federal working groups. The SHP info service is closely related with the operation of the secretariat, and therefore Skat is also operating this service independently.

Eastern Europe

The aim of the Scoping Study was to develop a proposal for a new Groundwater Management, Use and Protection Programme in North Macedonia through the process of co-creation with the relevant stakeholders. The intervention will have a 10-year planning horizon and fit within Switzerland’s Cooperation Programme in the country. It is expected to embrace a contemporary and holistic approach to groundwater management, encompassing all the functional requirements of regulation, stakeholder participation, monitoring, data management, planning, permitting, inspection as well as implementation and monitoring of measures in general. In particular, the new Programme will further the application and advancement of the Swiss-supported Groundwater Data Management System / National Register to grow as cooperatively nurtured and used tool for ex-changing, using, and managing groundwater-related data by all relevant actors and serving as reporting mechanism on groundwater status, pressures, and measures.
